Yes, it looks like your 3DS already have CFW. But if you want to do a "fresh start" or "clean" setup, do as I did before. There's a guide for uninstalling CFW on 3ds hack guide's site, follow it and when you're done. Do another system memory format. Setup your 3DS again for the first time and then follow the guide again to do a clean install.
