Yes it's my biggest gripe with the game, you can't seize ownership of territory so you can't actually ever conquer. Not in vanilla. There are a lot of mods labelled as conquest on the steam workshop that do allow you to actually take over cities. But understand that it'll just be a big somewhat pre-built base.The Hub starvation.
