This doesn't look like a PIT. It looks like the officer drove the hood of his car in front of the rear wheel of the tractor. The rear tire of the tractor climbed up on the hood of the police car tipping the tractor over. A pit is when the officer pushes the rear of the car sideways changing the direction the car is traveling.
